Equipment advisory

Medical equipment procurement that fits the clinical plan

Right-sized equipment, compared vendors and total cost of ownership, not just the lowest quote.

Equipment is often the largest single capital line in a new facility and one of the easiest places to overspend. Vendors bundle features you will not use, service contracts hide their real cost in year three, and a device ordered too late or without the right registration can delay opening. Good medical equipment procurement starts from the services you plan to deliver and the volumes you expect, not from a catalogue.

Tulazai Health acts as your independent advisor across the procurement cycle. We define requirements with your clinicians, write vendor-neutral specifications, run a structured comparison on clinical fit, service support and lifecycle cost, and coordinate delivery, installation and commissioning. We also check regulatory readiness early: device registration with the Emirates Drug Establishment in the UAE or SFDA in Saudi Arabia, and FANR licensing for radiation equipment. We do not take vendor commissions.

What changes for you

  • Equipment matched to services and real volumes
  • Vendors compared on lifecycle cost, not price alone
  • Registration and radiation approvals checked early
  • Installed, commissioned and staff trained on time

Scope

What the engagement covers

01

Clinical needs assessment

An equipment plan by room and department derived from your service list, projected volumes and staffing, separating essential opening items from those that can be phased in as demand grows.

02

Vendor-neutral specifications

Technical and functional specifications written around your clinical requirements rather than a single brand, so several qualified suppliers can compete fairly on a like-for-like basis.

03

Tender and vendor evaluation

Request for quotation packs, a weighted scoring model covering clinical fit, local service capability, delivery, training and warranty, and a clear recommendation report for the owner or board.

04

Total cost of ownership analysis

Purchase price compared alongside consumables, service contracts, spare parts, software licences, downtime risk and expected replacement cycle, so the cheapest quote is not mistaken for the cheapest option.

05

Regulatory and site readiness

Confirmation that devices hold the required marketing authorisation from EDE or SFDA, coordination of FANR licensing and shielding for imaging, and checks on power, gases and floor loading before delivery.

06

Delivery, commissioning and handover

Delivery scheduling against the fit-out programme, installation and acceptance testing, documented user training and an asset register with preventive maintenance schedules, ready for regulator inspection.

Process

How the work runs

Clear stages, named owners and a written plan at every step, so you always know what happens next.

  1. Define needs

We work with your clinicians to translate the service plan into an equipment list, priorities and a realistic budget envelope.

  2. Specify and invite

Vendor-neutral specifications and request for quotation packs are issued to a shortlist of qualified local suppliers and authorised distributors in your market.

  3. Evaluate and negotiate

Bids are scored on clinical fit, service support and lifecycle cost, and we support negotiation on price, warranty, training and service terms.

  4. Deliver and commission

Deliveries are sequenced with the fit-out, then each device is installed, tested and accepted against specification, with your staff trained on site.

  5. Manage the lifecycle

An asset register, preventive maintenance plan and service contract calendar keep every device compliant, safe and available long after opening.

Frequently asked questions

How does independent medical equipment procurement advice save money?
Savings come from buying what your services actually need, comparing several qualified vendors against the same specification, and judging offers on total cost of ownership rather than purchase price. Service contracts, consumables and software licences often cost more over a device's life than the device itself. Because we take no vendor commissions, our only interest is the right choice for your facility.
Who regulates medical devices in the UAE now?
Medical device marketing authorisation in the UAE is now handled by the Emirates Drug Establishment, which took over these functions from MOHAP under a 2024 federal decree-law. Devices supplied to your facility should carry a valid authorisation through their local agent. Radiation-emitting equipment additionally needs FANR licensing for its use at your premises.
What about medical device rules in Saudi Arabia?
In Saudi Arabia, medical devices must hold a Medical Device Marketing Authorization from the Saudi Food and Drug Authority before they are supplied. We check the authorisation status of shortlisted devices with the vendors early, because an unregistered model can add months to delivery and put a planned opening date at risk.
Can you help with equipment for a single specialty clinic?
Yes. Procurement support scales from a single dental, dermatology or physiotherapy clinic to a full hospital. For smaller projects the focus is usually on right-sizing the equipment list, comparing two or three credible vendors, negotiating service terms and checking registration and FANR needs, which is where the most avoidable cost and delay tends to sit.
Do you supply equipment yourselves?
No. Tulazai Health is an advisory firm, not a distributor, and we do not accept commissions or referral fees from vendors. You contract directly with the suppliers you choose. That separation lets us give a neutral recommendation and negotiate firmly on your behalf, including on warranty, training, uptime commitments and spare parts availability.
