Frequently asked questions

What is involved in healthcare facility licensing in Dubai?
In Dubai, facility licensing runs through DHA's Sheryan system. The facility licence is first issued in an inactive state and must then be activated, which requires items such as a valid trade licence, an appointed medical director and an EMR that meets NABIDH requirements. Design review, inspection and practitioner licensing run alongside. We map and manage each step for your facility type.
How is licensing different in Abu Dhabi and the northern emirates?
Abu Dhabi facilities are licensed by the Department of Health, with applications handled through the TAMM government services platform and requirements such as Malaffi connectivity. Facilities in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah fall under MOHAP. Standards, fees and inspection checklists differ, so a plan that works in Dubai cannot simply be copied.
Do we need FANR approval for X-ray equipment?
Yes. In the UAE, the Federal Authority for Nuclear Regulation licenses the use of radiation-emitting equipment such as X-ray, CT and dental imaging units, in addition to the health facility licence. Shielding design, a radiation protection officer and dosimetry arrangements are typically involved. We build FANR requirements into the plan early so imaging does not delay your opening.
Can you handle adding a new specialty to our existing licence?
Yes. Adding a specialty or service usually means a licence amendment, and often additional practitioner licences, equipment, space changes and updated policies. We check whether the change affects your facility category, prepare the amendment and any design review, and coordinate inspection if one is required, so the new service can start billing as soon as it is approved.
Can Tulazai Health issue or guarantee a licence?
No. Licences and approvals are issued only by the relevant authority, such as DHA, DoH, MOHAP, DHCR or the Saudi Ministry of Health. We are an advisory firm: we prepare, submit, track and follow up on your behalf and get your facility ready for inspection. That removes most avoidable delays, but the regulator always makes the decision.
